James Preis is the Executive Director of the Mental Health Advocacy Services, Inc. (MHAS), where he is involved in impact litigation, legislative advocacy and public education. As an adjunct professor at USC Gould School of Law, he teaches courses on Mental Health Law.

With MHAS, Preis has litigated several major cases on behalf of people with mental disabilities, lectured on mental health advocacy issues, and authored books, law review and professional articles on legal issues affecting people with mental disabilities. MHAS, which is sponsored by the Los Angeles County and Beverly Hills Bar Associations and the Mental Health Association in California, is a private, non-profit organization providing free legal services to people with mental and developmental disabilities.

Preis received a BA in Philosophy from Stanford University and a JD from USC Gould.
