Carl Gardner is a senior attorney to managed health care organizations with a 26-year career as in-house and law firm counsel. He is experienced nationally in health insurer and HMO contracting, licensing, regulation and operations. As an in-house lawyer, he has served as lead counsel for pharmacy benefit contracting, compliance and operations of a multi-state health insurer enterprise; Medicaid insurer business development activities including licensing, proposals and bid protests; and, general counsel support to state HMO subsidiaries including contracting, governance, compliance, provider credentialing and litigation. He has more than 10 years’ experience as law firm and inhouse counsel for HMOs licensed by the California Department of Managed Health Care under the Knox-Keene Health Care Service Plan Act.

Gardner received his JD degree from the University of San Francisco.
