Jay Anstine
Jay Anstine is a health care lawyer with significant industry knowledge of the U.S. health care market. Over the past 19 years, he has worked on the provider and the managed care side of the market, for large for-profit and nonprofit health systems, and small physician-owned entities. In tackling the countless regulatory and operational issues for these diverse organization types, he has developed a deep understanding of the business of health care and the regulations governing the industry.
Specific to health care operations, Anstine has worked on regulatory issues involving hospital inpatient and outpatient services, ambulatory surgery centers, physician services, skilled nursing services, home health, hospice, behavioral health, therapy, medical transport, durable medical equipment, managed care and third party reimbursement to name a few.
Additionally, he has worked with physicians involving nearly every specialty including: family practice, OB-GYN, neonatology, pediatrics, orthopedics, emergency medicine, internal medicine, gastroenterology, hospitalist, anesthesia, general surgery, cardiology, pathology, radiology and pulmonology.
Specific to regulatory compliance, Anstine has consulted to boards of directors, senior management, employees and physicians on topics involving compliance program operations, fraud and abuse, billing and coding, patient confidentiality, the Emergency Medical Treatment And Labor Act (EMTALA), Medicare Conditions of Participation, licensure, scope of practice and telemedicine.
Anstine routinely speaks and writes on regulatory compliance issues. Since 2007, he has written articles for publications addressing various issues involving compliance program operations. Since 2008, he has spoken routinely at regional and national health care compliance conferences on issues involving fraud and abuse, patient privacy and security, EMTALA, scope of practice, regulatory enforcement and compliance program operations.
Anstine obtained his law degree from the University of South Dakota where he focused on health care law. From 2012-16, he served on the board of directors for a nonprofit organization serving the medically underserved in Colorado (ClinicNET), and is a member of the Health Care Compliance Association (HCCA), serving on the planning committee for the Mountain Regional Conference.
