John Buchman was managing director and regulatory counsel for Charles Schwab & Co., Inc., in San Francisco, Calif., from 2015 to his retirement in 2024. At Schwab, Buchman advised the Treasury Capital Markets and Deposits and Payments groups that oversee the company’s Capital Stress Testing, Liquidity Risk Management and Bank Sweep Deposits initiatives. Prior to joining Charles Schwab, from 2013-2015, Buchman was Executive Counsel, Regulatory Affairs with GE Capital Corporation in Norwalk, CT. Previously, Buchman was Vice President, General Counsel, and Corporate Secretary of E*TRADE Bank in Arlington, Va., for more than 12 years.

Buchman has co-taught the Financial Institutions Regulation course at USC’s Gould School of Law with Janis Penton since 2019 and also co-teaches a Fintech Regulation course in the Boston University School of Law’s Graduate Program in Banking & Financial Law. Buchman has been a member of the faculty for the Fundamentals of Banking Law program since 2012. From 1991 to 2015, Buchman was a member of the adjunct faculty at George Washington Law School in Washington, D.C., where he taught Banking Law and a financial regulatory reform seminar class. From 2010 to 2015, Buchman served as the first chair of the advisory board of GW Law’s Center for Law, Economics and Finance. Buchman has also guest lectured at Berkeley Law School.

Buchman received his law degree from Harvard Law School and a bachelor’s degree from the Georgetown University School of Foreign Service.
